To ask the Secretary of State for the Environment why Estate Action assistance was refused for 1988–89 by his Department to Walsall metropolitan borough council for repair work to the Wimpey no-fines properties in the Blakenall area of the borough.

The Estate Action programme is directed at schemes to revitalise run-down estates, to improve management, and to increase tenant involvement. Walsall's bid for extra resources for Blakenhall did not address itself to enough of these matters to win priority in the programme.
