To ask the Secretary of State for Transport why road projects with a negative net present value can qualify for transport supplementary grant.

In assessing the merits of schemes for transport supplementary grant, we take into account the extent to which they provide value for money in terms of benefits to traffic, to the community, to industry and commerce, and improvements in road safety and the environment. In certain cases, a scheme with a negative net present value may provide significant benefits which cannot be reflected in the calculation.
