To ask the Secretary of State for Northern Ireland (1) under what direction or regulation the divisional youth offices of the Northern Ireland education and library boards have been given authority to provide transport to a "Choose Life" rally in the King's hall, Belfast, on 23 April;

(2) what is his policy towards the provision of free transport by education and library boards for attendance at rallies to be addressed by persons who have made public statements accusing the security forces of murder; and if he will make a statement.
