§ Mr. David MitchellMy right hon. Friend saw chairmen of the passenger transport authorities on 13 July 1987 to discuss precept control. Since then, I have seen the chairmen of some of the authorities to discuss their individual expenditure levels and precept limits; the chairman of the West Yorkshire passenger transport authority also led a delegation of the Association of Metropolitan Authorities which called on me on 2 March to make representations about the proposed change of the passenger transport authorities from precepting to billing authorities.
