§ Mr. Norman LamontThe Budget is about tax, so will not have a direct effect on the incomes of those who do not pay tax. A single pensioner with no private income or pension is unlikely to be directly affected by the Budget changes but will have a 4.2 per cent. increase in state pension from 11 April.
