§ Mrs. RoeMy Department published a report entitled "A Better Reception: the development of concierge schemes" on 21 March. The report examines different approaches to concierge arrangements in blocks of flats and lists nearly 40 local authorities who are experimenting in this way. The evidence at this early stage of development suggests strongly that they can be cost-effective in reducing crime and vandalism and in increasing residents' sense of security, as well as in improving the provision of day-to-day housing management services. I have arranged for copies of this report to be placed in the Library.
