What is the number of new dwellings which would he covered at average local cost by the sums at present envisaged by the Secretary of State for the Environment for infrastructure for new dwellings in Berkshire and in Cleveland respectively.

In the last financial year, the total capital spending power of Berkshire and Cleveland county councils, which are responsible (inter alia) for expenditure on education, highways and personal social services, is estimated to have been respectively £34.2 million and £15.9
