§ Mr. John PattenApplications for section 11 grant are considered in accordance with the criteria set out in Home Office circular No. 72/1986. This makes clear that the scheme covers not only those born in another country of the Commonwealth, however long they have resided in the United Kingdom, but also their immediate descendants.
