§ Mr. Kenneth ClarkeI recognise that the availability of insurance cover can pose difficulties in the inner city. That is why I reached an agreement with the Association of British Insurers and the British Insurance Brokers' Association to help overcome this problem by setting up insurance contact points in inner city areas. I am glad to say that several local authorities have now joined us in these arrangements. We shall be keeping a close eye on their results.
