asked the Secretary of State for the Environment how many houses were built by the private sector in the United Kingdom for each year since 1980; and what were the comparable figures each year from 1973 to 1979.

estimated that there are 17.1 million adults in households which are gainers and 16.7 million adults in households which are losers.
