Mr. Norman Hogg

asked the Secretary of State for Scotland what are the terms of reference of the special review body inquiring into the legal aspects of child care in Scotland under the auspices of the social work services group; and if he will make a statement.

Mr. Michael Forsyth

The review body's terms of reference, which were announced in the press last August, are as follows:

  1. "1. To identify, in the light of developments since the implementation of the Social Work (Scotland) Act 1968, options for change and improvement in child care law which would simplify and improve arrangements for protecting children at risk and care for children and families in need.
  2. 2. To assess the resource implications of any proposals for amendment of the law.
  3. 3. To report to the Secretary of State."

The review body will be invited to complete its work within two years. Its membership will be drawn from a wide range of individuals with a contribution to offer and will be led by the Social Work Services Group.
