§ Lord James Douglas-HamiltonIt is for the local authorities themselves to decide what measures to take to combat dampness in their housing stocks and what proportion of the resources available to them to spend on the problem. In deciding on levels of capital allocations for next year, we will again pay particular attention to authorities' plans to deal with dampness.
