asked Her Majesty's Government:

Whether, having regard to the recent reduction in the sentence of four Chinese waiters from two years' to nine months' imprisonment in respect of an affray arising from the refusal of five persons to pay their bill. the Home Secretary will consider recommending the exercise of the Royal Prerogative to release them forthwith.

My right honourable friend the Home Secretary is not aware of any grounds that might justify a recommendation that the Royal Prerogative of Mercy should be exercised in this case.
