§ Mr. GummerThe Commission has proposed to the Council of Ministers a permanent free food scheme to start in 1988, providing for distribution of products held in intervention stores to the most needy. The Council has not yet taken a decision. Meanwhile, I am exploring with charities the scope which there would be for release under the proposed arrangements of butter and beef from intervention stores in the United Kingdom.
