asked Her Majesty's Government:

Who sponsored Michael Ryan's application for a firearm certificate; what inquiries were made by the local police force into his character and bona fides; and on what date a firearm certificate was granted.

Applicants for firearm certificates do not require a sponsor. Before granting a firearm certificate to Michael Ryan the Thames Valley Police carried out normal inquiries. They confirmed that Ryan had no criminal record; that nothing was known to his detriment; that he was a full member of an approved gun club; and that the proposed security arrangements were adequate for the weapons which he wished to possess. The firearm certificate was issued on 11th December 1986.

Whether it is true that Michael Ryan, in addition to the firearms legally held by him, was also in illegal possession of other firearms, including one in the prohibited category, and what was the nature of those firearms.

I understand from the Chief Constable of the Thames Valley Police that, in addition to the firearms listed on Michael Ryan's firearm certificate and the shotguns which he was legally entitled to hold, the police found in the garage of Mrs Ryan's house a crudely fashioned pistol made from a Belgian 22 rimfire rifle. The ownership of this weapon has not been conclusively established.
