§ Mr. Michael ForsythWe are currently considering how consent to incur capital expenditure in 1988–89 and later years should be allocated, and I will most certainly take account of the problems which have recently materialised in Aberdeen. We expect to complete our deliberations early in 1988. My right hon. and learned Friend cannot give any undertakings about allocations to Grampian regional council at this stage.
