§ Mr. EggarOur concern at the continuing abuse of human rights in Paraguay has been made clear in Asuncion, both bilaterally and with the Twelve, and in appropriate international fora. My right hon. and learned Friend expressed that concern directly to the Paraguayan Foreign Minister when he visited the United Kingdom in March 1986.
