Mr. Rooker

To ask the Secretary of State for Scotland if, pursuant to his reply of 2 November, at columns552–3, regarding households gaining and losing with full replacement of domestic rate by the community charge, he will give figures of the estimated amount of money gained by gainers and lost by losers.

Mr. Lang

It is estimated that gains and losses from the community charge would amount to about £100 million; this is equivalent to an average loss of about £2 per week for each household that loses and an average gain of about £2 per week for each household that gains.
