§ Mr. Moynihan[holding answer 19 November 1987]: At present, local authority capital expenditure on sport and recreation falls within the other services block. The Government intend in the near future to publish proposals for reform of the legislation which regulates capital expenditure, including expenditure on sport and recreation, by local authorities in England and Wales.
