The appeal arrangements set out in the Education Act 1980 applied for the first time to school admissions for September 1982. From informal inquiries made of local education authorities in England at the time, I understand that in 1983 about 10,000 parental appeals were heard against a decision not to offer a place at the school of their choice. Similar inquiries in 1985 suggested a figure of 9,000 appeals.
