§ Sir Geoffrey HoweThe Secretary General has presented a detailed plan of implementation of Security Council resolution 598 to Iran and Iraq, and is continuing to seek an immediate ceasefire as a first step towards a negotiated settlement of the conflict. We are also trying to move ahead with parallel work on enforcement measures, as agreed by the Foreign Ministers of the Permanent Members on 25 September.
