§ The Parliamentary Under-Secretary of State, Department of Health and Social Security (Lord Skelmersdale)It is not possible to estimate the proportion of individuals concerting from Human Immunodeficiency Virus (HIV) sero-negative to sero-positive in the different at-risk behaviour groups because we do not know either the present size of the groups or the proportion of individuals in each who present for testing. In our planning for the future care needs of people infected with HIV or with AIDS, we have taken account of the current estimate that 30 per cent. of those who are HIV antibody positive will go on to develop AIDS within five years.
