Dr. Cunningham

To ask the Secretary of State for the Environment whether there are any plans to exclude local authorities' expenditure from the public expenditure White Paper if his proposals to reform local government finance are enacted.

Mr. Ridley

No. As the Green Paper "Paying for Local Government" made clear, local authority expenditure affects the overall burden of taxation, the level of public borrowing and the balance between public and private sector output. Restraint of both central and local government expenditure must continue so that taken together they represent a declining share of the national income.
