§ Mr. Peter BottomleyThe Secretary of State is empowered to issue directions to local planning authorities in respect of accesses to trunk roads under the Town and Country Planning General Development Order 1977 as amended in 1985. The order does not specify the grounds or criteria on which he may give a direction of refusal. These are essentially related to his role of providing motorways and other trunk roads to further the safe and expeditious movement of long-distance traffic.
