To ask the Secretary of State for Scotland if he will(a) supply all hon. Members who request it with a copy of the CIPFA report commissioned by his Department on implementation of the poll tax and (b) place a copy in the Library.

The report, which is a long and technical document, has already been placed in the Library and hon. Members who wish may obtain extracts from it there.

To ask the Secretary of State for Scotland if he has determined how the severely mentally handicapped will be defined for the purposes of poll tax exemption.

Mr. Lang

The definition of persons who are severely mentally handicapped for the purposes of exemption from liability for the personal community charge is contained in section 8(9) of the Abolition of Domestic Rates Etc. (Scotland) Act 1987. A consultation paper on the procedures for identifying such people was sent to interested bodies on 22 October.
