Since information on the outturn of local authority capital expenditure is not split between advanced and non-advanced further education it is not possible to provide a reliable answer to the second part of the question. Capital expenditure by local education authorities in Wales is the responsibility of my right hon. Friend the Secretary of State for Wales.
