§ Mr. WaldegraveSecure public sector tenants who have the right to buy but cannot afford to buy outright already qualify for statutory discounts under the right to shared ownership. Local authorities may also offer substantial discounts to first-time buyers and other priority purchasers under voluntary equity-sharing schemes, but it would not seem appropriate to require a local authority to grant discount in a voluntary disposal.
