§ Mr. MoynihanNo. I see no need to increase the powers of local planning authorities, which are already able to take into consideration the effect of a proposed 107W development upon an ancient monument and its setting, and to impose appropriate conditions. Development affecting scheduled monuments also requires the consent of the Secretary of State, as well as planning permission.
