To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy to oppose European Community aid to the Sandinista regime in Nicaragua.

A co-operation agreement between the European Community and the five Central American countries — together with Panama — signed in 1985 contains an undertaking to provide increased aid to Central America. An agreed objective is to encourage regional co-operation and the Community confirmed its intention to grant priority assistance for regional projects. The co-operation agreement is a practical demonstration of the Community's support for a peaceful solution to Central America's problems. The EC also provides food aid for humanitarian purposes.
