To ask the Secretary of State for Transport if he will make it his policy not to approve recommendations that drivers of cars and motor cycles should have their headlights on during the day.

Motor cyclists are difficult to see in traffic. Research clearly shows that they are more easily visible if they use one or more of the conspicuity aids available. We therefore recommend the use of dipped headlamps in daylight. For car drivers the advice is the same in conditions of poor visibility, not at other times.
