asked the Secretary of State for Scotland if, in the light of the recent increase in the relevant expenditure in England and Wales, he intends to increase Government expenditure on the youth service in Scotland; and if he will make a statement.

Most public expenditure on the youth service in Scotland is undertaken by local authorities. My right hon. and learned Friend announced the rate support grant settlement for 1988–89 on 21 July. He informed the Convention of Scottish Local Authorities on 26 October that within the total rate support grant settlement provision for community education (which includes expenditure on the youth service) would be £50 million. This represents an increase of 20 per cent. over provision made in the current year's settlement.
