asked the Secretary of State for Transport if he will order an immediate inquiry into the recent overloading of a Sealink ferry at Boulogne; and if he will make a statement.

This incident has been investigated by one of my Department's marine surveyors. His report has been forwarded to the Treasury Solicitor, who is considering the possibility of prosecutions.

Arising out of a recommendation of the court of formal investigation into the loss of the Herald of Free Enterprise, my Department has now circulated for consultation a draft statutory instrument which would make boarding cards for these short-haul ferries mandatory. A copy of this has been placed in the Library.
