§ Mr. Wrayasked the Secretary of State for Scotland if he plans, in the light of the recent series of crises in the Scottish penal system, to give more disciplinary powers to prison officers; and if he will make a statement.
§ Lord James Douglas-HamiltonThe punishments which a governor can award to a prisoner found guilty of an offence against prison discipline are laid down in rule 43 of the Prison (Scotland) Rules 1952 (and equivalent rules for young offender institutions and detention centres). The procedures and penalties for offences against prison discipline are kept under review. My right hon. and learned Friend has no plans at present to make changes in the powers available to governors.
