§ The Prime MinisterThe Single European Act (SEA), which was before Parliament when it passed the European Communities (Amendment) Act, which received Royal Assent on 6 November 1986, writes into the treaty of Rome a commitment to adopt measures with the aim of completing the single market by 1992.
More than 100 individual measures have been agreed towards that goal during the past two years, including 48 during the United Kingdom presidency last year. Priority areas for decisions by the end of 1988 identified by the European Council meeting in Brussels last June include public purchasing, technical barriers under the Community's new approach to harmonisation, insurance, freedom of establishment for the professions and liberalisation of capital movements.
