§ Mr. Teddy Taylorasked the Chancellor of the Duchy of Lancaster if, to assist British importers, he will seek to establish for the European Economic Commission its definition of dumping, with particular reference to (a) the cost of production and (b) the price at which the goods concerned are ruled in their domestic market; and if he will make a statement.
§ Mr. Alan ClarkThe definition of dumping used by the European Commission is based on article VI of the GATT and is incorporated in the Community anti-dumping legislation—regulation (EEC) No. 2176/84. Dumping can be established by various methods including the use of domestic prices or cost of production, depending on the circumstances of the case. United Kingdom importers can obtain guidance on all anti-dumping matters from my Department's unfair trade unit.
