asked the Secretary of State for Transport what enforcement action is taken to ensure that farmers do not abuse the preferential treatment of farmers' vehicles to undercut boda fide professional road haulage.

Both the police and officials of this Department aim to ensure, by roadside checks and other available means, that vehicles are correctly licensed for the uses to which they are being put. I am not aware of any general difficulty relating to the licensing concessions for farmers' vehicles. Perhaps my hon. Friend could write to me if he has a particular problem in mind.
