Mr. Hood

asked the Secretary of State for Scotland (1) if he is satisfied with the quality of drinking water in Scotland;

(2) what is his policy towards drinking water quality in Scotland in the light of the recent European Community report which finds that the drinking water is not up to the required standard.

The Government have not received such a report. The European Commission has written to the Government seeking clarification of a number of matters relating to the EC directive on the quality of water intended for human consumption (80/778/EEC). The Government are considering these matters and will reply to the Commission in due course.

Water authorities—the regional and islands councils—have a duty to provide a supply of wholesome water for domestic purposes. The quality of private water supplies is the responsibility of the owners, but the district and islands councils have powers and duties to ensure that such supplies are not a risk to public health.

My right hon. and learned Friend considers that the local authorities are discharging their duties satisfactorily. He also considers that the quality of drinking water is generally satisfactory and that where necessary improvements are in progress or are planned.
