Mr. Rooker

asked the Secretary of State for Wales (1) if he will construct for Wales a table in the same form as figure J7 in Cmnd. 9714 "Paying For Local Government", showing numbers of adults living in each of the households gaining and losing with full replacement of domestic rates by the community charge;

(2) if he will reproduce for Wales figure J7 of Cmnd. 9714, "Paying For Local Government", showing households gaining and losing with full replacement of domestic rates by the community charge by (a) local authority and (h) parliamentary constituency.

Estimates for Wales of the total numbers of households which would have gained or lost had the replacement of domestic rates by the community charge taken place in 1985–86 are given in the following table. These estimates have been derived from a sub-set of the family expenditure survey of about 1,500 Welsh households. It is not possible to derive reliable estimates for individual household types or for individual local authorities or parliamentary constituencies from a sample of this size.

Mr. Barry Jones

asked the Secretary of State for Wales if he will give an estimate of the numbers of staff that a community charge registration officer for Alyn and Deeside will be required to employ in order to complete registration in the community charge register of all adults in Alyn and Deeside.

Mr. Peter Walker

No estimate has been made but an assessment will he considered in discussion with the Welsh Consultative Council on local government finance.

Mr. Barry Jones

asked the Secretary of State for Wales what is his estimate of the date when he expects local authorities in Wales to have community charge registration officers in post.

Mr. Peter Walker

A community charge registration officer will be appointed by each local authority and will be responsible for compiling and maintaining the community charge register in readiness for its introduction in April 1990.
