Mr. Latham

asked the Secretary of State for Foreign and Commonwealth Affairs whether he will make a statement on the progress of his diplomatic exchanges with the Foreign Ministry of Spain regarding investigations within Spain by British police relating to the unlawful killing of Petty Officer John Black, Royal Navy, in Sabinillas over Christmas 1983; and what further initiative he intends to take in this matter.

The Spanish authorities have recently given permission for investigations to be undertaken within Spain by British police in connection with the death of Petty Officer Black.

I shall await the outcome of these investigations before deciding what, if any, further initiative is possible.
