asked the Secretary of State for Social Services (1) what measures he now proposes to introduce to reduce the number of people dependent on means-tested benefits;

(2) what steps he proposes to take to reduce the number of people dependent on means-tested benefits; and if he will make a statement.

From next September, we will be removing the general eligibility of unemployed young people aged 16 and 17 for income support, guaranteeing a place on the youth training scheme for those who are not in full-time education and do not go into a job. Futhermore the introduction of the reformed structure of income-related benefits will help ensure better targeting of available resources on those facing the greatest needs. Amongst those in least need and entitled to smaller amounts, around 1 million fewer are expected to receive housing benefit. Family credit will extend improved help to over twice as many low income working families with children compared with family income supplement.
