asked the Secretary of State for Education and Science if he will estimate the average change in cost to the residents of Camden if the borough of Westminster opts out of the Inner London education authority.

The earliest date from which boroughs will be able to opt out of the ILEA is 1 April 1990. The Government expect that, within the new system of local government finance which will be introduced from that date, the financial effect on Camden residents of any other borough opting out of the ILEA should be broadly neutral. The precise financial effects will depend on a number of factors, including the extent of movement of pupils and students between boroughs, and the pattern of expenditure by the ILEA and the opted-out boroughs in relation to the needs and populations of their areas.
