§ Mr. Scott[pursuant to his reply, 14 May 1987]: One man was shot dead by troops as he left the scene of a shooting attack on a security forces base in Londonderry in a stolen car. The rifle used in the attack was found in the vehicle. This was the only incident during 1986 in which a fatality resulted from the security forces opening fire on a vehicle taken without the owner's consent.
