§ Mr. Jopling[pursuant to his reply, 8 May 1987]: 1981 was chosen as the base year for fixing member states' quotas because the level of production in that year was closest to the overall level which the Community was hoping to achieve in order to bring supply into better balance with demand. The difference in quota award for the United Kingdom between a 1981 and a 1983 base was about 200,000 tonnes.
