§ Mr. Mellor[pursuant to his reply, 5 May 1987, c. 314]: According to the most recent information available to us (which relates to the number of certified places rather than to the total number of inmates), about 19,000 places have sanitary facilities and 22,270 do not. All new inmate accommodation will contain access to sanitation. In existing establishments, we are increasing the number of places with sanitary facilities in the course of our substantial refurbishment programme.
