asked the Paymaster General whether he is proposing to make any changes to the new workers scheme; and if he will make a statement.

The new workers scheme will continue, with some changes. to encourage employers to create more full-time jobs for young people under 21 at realistic rates of pay. From 1 June this year the eligibility criterial for support for jobs starting on or after that date will change as follows:

The scheme will be open only to 18, 19 and 20 year olds in their first year of employment.

Eligibility for new workers for young people aged 18 will no longer be dependent upon their having exhausted their eligibility for YTS.

The average gross weekly wage ceiling for 18 and 19 year olds will be increased from £55 to £60.

In all other respects, the scheme remains unchanged.

Booklets explaining the new workers scheme conditions in full, together with a revised application form, will be available from the employment measures units of the Department of Employment, jobcentres and careers offices shortly.
