asked the Secretary of State for Transport if he will take steps to ensure that vehicles written off by insurance companies but subsequently restored for use are subjected to a standard test of roadworthiness; and if he will make a statement.

We are considering with the police, the insurers and others the problems arising from the continued use of written-off vehicles and vehicle documentation. My hon. Friend's proposal is one of several options available. Any solution would need to be justifiable in terms of accident and crime prevention and consumer protection and to be effective in dealing with all or most written-off vehicles.
