Mr. Spearing

asked the Secretary of State for Social Services if, pursuant to the reply to the hon. Member for Tooting (Mr. Cox), 2 April, Official Report, column 1221, he will tabulate in the Official Report, for each of the London region health authorities and health districts, respectively, the expenditure of each in real terms in 1979 and in 1986, showing the percentage increase or decrease stating or using the same statistical criteria.

[pursuant to his reply, 9 April 1987, c. 412]: The table shows gross revenue expenditure of the Thames regional health authorities, London area and district health authorities and boards of governors and special health authorities for the London postgraduate teaching hospitals in 1978–79 and 1985–86 at 1985–86 price levels as measured by the gross domestic product deflator, and, where appropriate, the percentage growth in real terms over the period. Comparisons between individual authorities across the period are invalidated by the effects of the boundary changes following the reorganisation of the National Health Service in 1982.

The percentage real terms increase on all health services, that is hospital and community health services' revenue expenditure and expenditure on the family practitioner services, in Greater London between 1978–79 and 1985–86 was 10.6 per cent.

Notes:

(1) The figures are derived from health authorities summarised income and expenditure accounts.

(2) The 1982 reorganisation of the National Health Service resulted in substantial and complex boundary changes and changes in management responsibility, and it is therefore not possible to make direct comparisons between the pre- and post-1982 authorities. In addition to these changes there was a major restructuring of the boards of governors for the London postgraduate teaching hospitals as follows:

(a) Bloomsbury health authority now manages the Royal national throat nose and ear hospitals, the Royal national orthopaedic hospitals and St. Peter's hospitals.

(b) West Lambeth health authority now manages St. John's hospital for diseases of the skin.

(c) Hammersmith hospital was given special health authority status.
