§ Mr. Meacherasked the Secretary of State for Social Services if he will make it his policy that the selection of work, preparation of surveys and publication of results by the new Health Education Authority will be totally independent and not subject in any way to ministerial or official interference.
§ Mr. NewtonThe new Health Education Authority will work within the framework of ministerial accountability to Parliament and of a policy to increase the vigour and effectiveness of action throughout the NHS to prevent illness and promote good health. It is not however expected to acquiesce in its employees' commissioning and publishing major documents without properly involving or informing the chairman and members of the authority.
