§ Mr. WaldegraveOzone generated near the ground (largely due to hydrocarbons and oxides of nitrogen) is not transported into the upper atmosphere, and has no effect on the ozone layer. Ozone is sometimes transferred to ground level from the stratosphere, however. A detailed discussion can be found in the recent report from the DOE photochemical oxidant review group, a copy of which I have placed in the Library of the House.
