§ Mr. EggarThere are currently no separate negotiations betwen the United States and Soviet Union on shorter-range systems. It has been, however, part of NATO's position for many years that within an agreement on longer-range intermediate nuclear forces there should be constraints on those short-range systems which could circumvent such an agreement and a United States right to match. NATO has also agreed that the overall imbalance in shorter range systems must be addressed in follow-on negotiations.
